Survey Report: Impact of Family-Friendly Employment Law Amendments

The Chamber recently surveyed 45 businesses in Jersey to understand the impact of the family-friendly amendments to Employment Law. The results highlight the significant operational and financial pressures many employers are experiencing, alongside some positive effects for employees. 

Key Challenges 

  • 71% of businesses reported increased costs. 

  • 62% needed to restructure staffing or operations. 

  • 53% faced challenges managing long absences of up to 52 weeks. 

  • 40% reported an increase in flexible working requests. 

  • Only 16% said they experienced no significant challenges. 

Operational & Financial Impacts 

  • 67% found it harder to manage workloads during staff absences. 

  • 58% reported an impact on team dynamics and productivity. 

  • 29% said the amendments had a significant financial impact, while 42% absorbed costs within existing operations. 

Employee Satisfaction 

  • 38% saw no change in morale. 

  • 13% noticed improved satisfaction. 

  • 27% reported decreased satisfaction. 

Flexible Working 

  • 42% found it challenging to coordinate schedules. 

  • 40% reported an increased administrative burden. 

  • 33% acknowledged improvements to employee work-life balance. 

Additional Support 

Over half of businesses (51%) already provide benefits beyond statutory requirements, such as additional pay or extended part-time return-to-work arrangements. 

General Feedback 

  • Smaller businesses felt the amendments placed a disproportionate burden on them. 

  • Respondents called for greater flexibility for small firms and clearer qualifying periods for partner leave. 

 

Chamber President Lee Madden commented: 

“Businesses in Jersey are committed to supporting working parents and understand the value of family-friendly policies. However, these survey results show the amendments are placing a heavy burden on employers, particularly smaller firms. There is a clear need to review the legislation to ensure it is practical, affordable, and fair for both businesses and employees.” 

 

The Chamber will continue discussions with Government to seek adjustments that maintain family-friendly progress while easing pressure on local businesses.
