Government Plan 2022-2025 Updated

The final version of the Government Plan 2022-2025 has been updated and published, after the States Assembly adopted a number of amendments in December 2021.

The Government Plan outlines government priorities for the next four years, including how money will be spent and invested, and how Government can find efficiencies and modernise its services.

The Government Plan 2022-2025 is the final plan for this administration, and it focuses on delivering the Council of Minister’s Common Strategic Priorities. Work covered by this plan includes:

  • developing the Intensive Youth Support service
  • implementing the Jersey Care Model
  • delivering the Island's first Economic framework
  • debating an ambitious Carbon Neutral Roadmap; and
  • providing a new skatepark.

Among the amendments included in the final version of the Government Plan were: revised Impôt duties on alcohol, repayment of the Covid debt by the end of 2026, bus passes for under-18s and funding for a new playing field at First Tower.

Departmental Operational Business Plans for 2022 have also been published. Each Government department has a detailed business plan which translates the priorities of the Government Plan into actions for 2022. They also include departmental service delivery and performance measures.

Chief Minister, Senator John Le Fondré said: “This is the final plan of this Government and it clearly sets out our intention to continue to focus on our five strategic priorities and modernising government.

“We had some lively debates at the end of last year as members discussed the amendments to the plan. With the approved amendments now included, this plan outlines an ambitious scheme of work, supported by the departmental business plans.

“I would like to once again thank all the officers who have developed the Plan for their work and our Scrutiny Panels and States Members for their deliberations, amendments and insights.”
