Building Standards review - September focus groups
Work is underway to review and update Jersey’s Building Bye-Laws and Technical Guidance Documents (TGDs) to ensure buildings remain safe, healthy, and accessible for everyone.
We’re aligning our standards with the UK 'Approved Documents' —but adapting them to suit Jersey’s unique needs.
What’s Happening?
We’ve divided the review into three workstreams, each focusing on different areas.

How We’re Getting People Involved
We’re reaching out to builders, contractors, and technical specialists to:
- Explain the proposed changes
- Hear your views
- Understand how these updates might affect your work
Our goal is to keep you informed and involved, especially where changes need more discussion and collaboration.
Workstream 2 – Net Zero
There are two main parts:
- Planned updates to current TGDs – These changes will help make sure buildings are safe and follow best practice. These proposed changes are essential best practice updates and are shown on the webpage here: Building Standards review
- Targeted focus groups – an opportunity to discuss aspirational additions. The next focus group will discuss Workstream 2: Net Zero, in particular these topics:
- Fossil fuel appliances
- Refurbishment Ventilation improvements
- JSAP Reference dwelling
- SBEM Reference dwelling
- Consequential improvements
- Thermal elements
- Air testing
- Solar overheating
- Material change of use
- Solar panels
- High speed data infrastructure
- EV charging points
There are two options for attending this focus group at the Assembly Room, St Helier Town Hall:
- Wednesday 10 September 11:30am-2:30pm
- Tuesday 16 September 8-11am
