Proposition Lodged to Protect Zero-Hour Employees

Feb 16, 2022

The Minister for Social Security, Deputy Judy Martin, has lodged a Proposition to give further protection to employees on zero-hour contracts.

If approved by the States Assembly, the legislation would make "exclusivity clauses" unenforceable.

These clauses are designed to restrict the ability of an employee on a zero-hour contract to obtain work with more than one employer at the same time.

This proposition is part of a larger review which was approved by the States Assembly and will be looking into the use of zero-hour contracts in Jersey.

Deputy Martin said: "Exclusivity clauses are fundamentally unfair. They have the ability to stop an employee on a zero-hour contract from working for more than one employer if they wish.

"I know that business organisations in Jersey do not support their use. My Proposition will ensure that, legally, this type of clause has no place in the modern employment environment."
